The bill also includes a provision that any increase in franchise fees, charges, or taxes for these utilities after December 31, 2025, must be approved by a majority of the qualified electors in the municipality.

It clarifies that the provisions do not affect existing franchise agreements or the municipalities' rights to charge franchise fees for other services. The bill also ensures that if any part of the new provisions is declared unconstitutional, the remaining sections will still be valid. The act is set to take effect on June 1, 2025.
