The bill amends Sections 16-55-2 and 16-55-6 of the Code of Alabama 1975, specifically revising the membership structure of the Board of Trustees for the University of South Alabama. The new structure will consist of three members from Mobile County, nine members from the state, three members from the United States at large, and the Governor as the ex officio president of the board. The previous requirement for five at-large members and specific appointments from certain state senatorial districts has been removed. Additionally, the bill stipulates that all appointees after June 1, 2014, will serve six-year terms, and it outlines the process for filling vacancies.

Furthermore, the bill modifies the quorum requirements and meeting protocols for the board. A quorum will now consist of seven members, and regular annual meetings will be held at the university unless otherwise determined. Special meetings can be called by the chair pro tempore or the Governor, with a minimum of 24 hours' notice required before the meeting. The previous requirement for a 10-day notice for special meetings has been eliminated. This act will take effect on June 1, 2025.
