Under the Alabama Administrative Procedure Act, agency rulings in contested cases are required to be taken as prima facie just and reasonable by a reviewing court on questions of fact and the agency's interpretation of laws based on those facts. This bill would revise the standard of judicial review to provide that a court may consider, not defer, to an agency's interpretation of law and to favor a reasonable interpretation which limits agency power and maximizes individual liberty.
