This bill establishes a framework for the appointment and service of special reserve deputies in Jefferson County, specifically during "emergency writ conditions," defined as instances when over 250 writs have been issued but not executed. The Sheriff of Jefferson County is authorized to appoint these special reserve deputies to assist in executing writs related to the seizure or securing of real property. The bill outlines that these deputies will have the same legal protections as regular deputies and will be responsible for making returns on writs. Additionally, property owners may pay these deputies a fee for their services, capped at $250, but they are prohibited from receiving any funds from the county treasury or the sheriff.

To qualify as a special reserve deputy, individuals must be certified by the Alabama Peace Officers' Standards and Training Commission, not currently employed by the sheriff's department, and have completed specific training within the last three years. The sheriff is tasked with establishing a training program and maintaining documentation of successful trainees, and may charge a reasonable fee for this training. The act is set to take effect on October 1, 2025.
