The bill mandates that all Internet-enabled devices, specifically tablets and smartphones manufactured after June 1, 2025, must include a filter designed to block access to obscene material. This filter must be automatically activated for users identified as minors during the device's activation process, which also requires users to provide their age. Additionally, the bill outlines that manufacturers are liable if a minor accesses obscene material on a device that does not comply with these filtering requirements. However, manufacturers can avoid liability if they demonstrate a good faith effort to comply with the law.

The legislation also allows for civil actions to be taken against individuals who intentionally disable the filter on a device used by a minor, leading to access to obscene content. The Attorney General is empowered to enforce the act, including the ability to impose civil penalties of up to $5,000 per violation and seek revocation of a manufacturer's business license for repeated violations. The act is set to take effect on October 1, 2025, and does not apply to devices manufactured before this date or to video game consoles.
