The bill amends Sections 31-2A-15 and 31-2A-19 of the Code of Alabama 1975, which govern military punishment procedures. Key changes include the clarification of ranks eligible to impose disciplinary measures and the types of punishments that can be administered. Specifically, the bill allows commanding officers at brigade or battalion level to impose various punishments on enlisted members, including admonitions, reprimands, withholding of privileges, forfeiture of pay, and reductions in pay grade. Notably, it introduces a new provision allowing for a reduction to the lowest or any intermediate pay grade for enlisted members who are E-4 and below, while also adjusting the language regarding the definition of a "day" for punishment purposes.
Additionally, the bill modifies the jurisdiction of special courts-martial, allowing them to adjudge punishments for military-specific offenses, with the stipulation that soldiers or airmen in the rank of E-9 and below may be reduced to E-1. The previous provision allowing reductions for E-7 through E-9 to E-4 has been removed. The act is set to take effect on October 1, 2025.
