The Hunger-Free Campus Act aims to establish a framework for designating qualified institutions of higher education in Alabama as "hunger-free campuses." This act, administered by the Alabama Commission on Higher Education, outlines specific eligibility criteria that institutions must meet to receive this designation. Key requirements include the formation of a hunger-free task force, the provision of information and assistance regarding the Supplemental Nutrition Assistance Program (SNAP), hosting food insecurity awareness events, and maintaining food pantries or providing information about local food resources. The act also mandates that designated institutions conduct surveys on food insecurity among students every two years.

Additionally, the act allows for the renewal of the hunger-free campus designation every two years, contingent upon compliance with the established criteria. Institutions that fail to meet renewal requirements will receive written notice and have 45 days to correct their applications. The act also includes provisions for grant funding to support designated institutions in enhancing their food assistance programs, with a focus on those with higher percentages of Pell Grant recipients. The Alabama Commission on Higher Education is tasked with adopting necessary rules for the program's implementation and will report annually on the effectiveness of the grant program. The act is set to take effect on October 1, 2025.
