The bill, known as "TJ's Law," amends Section 12-12-56 of the Code of Alabama 1975 to require law enforcement agencies to make a reasonable effort to notify a minor's emergency contact when the minor is cited for a traffic infraction. The new legal language specifies that if a minor under 19 years of age is cited, the citing agency must attempt to notify the driver's emergency contact, if available. This notification can be accomplished through a single attempted telephone call, text message, or letter sent via United States mail, which is defined as a reasonable effort.

Additionally, the bill updates the language regarding the disposal of uniform traffic tickets and complaints, replacing the phrase "rules or regulations promulgated" with "rules adopted." It also clarifies that any person who solicits or aids in the unauthorized disposition of a traffic ticket is subject to the criminal contempt power of the district or municipal court. The act is set to become effective on October 1, 2025.
