The proposed bill, known as the Sergeant Wytasha Carter Truth and Transparency Act, amends the Code of Alabama 1975 to require all state, county, and municipal law enforcement agencies to report the number of sworn law enforcement officers they employ to the Alabama Justice Information Commission (AJIC) by July 1, 2025, and annually thereafter. The report must include officers certified by the Alabama Peace Officers' Standards and Training Commission or recognized by state law as having arrest authority. The AJIC is tasked with sharing this information with the Alabama State Law Enforcement Agency (ALEA) and the Attorney General, who will compile and publish the reports on their official website. Additionally, the AJIC is authorized to adopt rules for implementing these reporting requirements.

The bill also revises penalties for noncompliance with reporting requirements. It introduces administrative fines of $1,000 for agencies that fail to submit reports, with additional fines for continued noncompliance. Furthermore, it establishes that any officer or official who intentionally fails to submit required reports or provides false information may face misdemeanor charges, fines ranging from $100 to $10,000, and potential removal from office. Agencies that do not comply with reporting requirements will be ineligible for state grant programs until they meet compliance conditions. The act is set to take effect on June 1, 2025.
