The bill, known as Alyssa's Law, mandates that designated school employees with access to students during the school day be equipped with mobile emergency rapid response systems. These systems must be wearable or in the personal possession of the employee and, upon activation, must connect directly to local public safety answering points while providing accurate location information within the school facility and grounds. By October 1, 2030, each local governing body is required to adopt a policy designating which employees will be equipped with these systems and to provide regular training on their use. The State Board of Education is tasked with developing a list of approved vendors for these systems and adopting rules for their administration.

Additionally, the bill allows governing bodies to utilize various funding sources to comply with the requirements, including the K-12 Capital Grant Program, the Education Trust Fund Advancement and Technology Fund, and the School Security and Fire Safety Fund. The bill does not include any deletions from current law but introduces new provisions regarding the mobile emergency rapid response systems and the responsibilities of the State Board of Education and local governing bodies. The act is set to take effect on October 1, 2025.
