The bill SB110 amends Sections 32-9-20 and 32-9-31 of the Code of Alabama 1975 to create exceptions to weight limits for specific types of trucks, including dump trucks, concrete mixing trucks, and fuel oil trucks. The new legal language allows these trucks to bypass certain axle spacing requirements as long as they do not exceed a weight of 20,000 pounds per axle, along with an allowable load tolerance. Additionally, trucks delivering asphalt plant mix and concrete mixing trucks operating within 50 miles of their home base are exempt from certain regulations if they remain within the maximum allowable gross weight. The bill also updates the authority responsible for designating bridges as incapable of carrying certain loads from the "Transportation Director" to the "Director of Transportation."

Furthermore, the bill revises enforcement procedures for weight regulations, allowing for the use of portable scales and enabling operators to request verification at certified platform scales if found in violation. It introduces provisions for the detention of up to five vehicles during weight enforcement and grants counties the authority to set their own weight limitations on county highways. The bill also allows vehicles using auxiliary power units to exceed weight limits by up to 400 pounds and permits natural gas-fueled vehicles to exceed weight limits based on the weight difference between fueling systems. The act is set to take effect on October 1, 2025, and includes technical revisions to modernize existing code language, ensuring clarity in compliance and enforcement.
