The bill amends Section 1-3-8 of the Code of Alabama 1975 to officially designate Juneteenth, celebrated on June 19, as a state holiday. In addition to this insertion, the bill also makes several deletions and technical revisions to streamline the existing language regarding state holidays. Notably, it removes references to Sunday and Christmas Day as specific holidays, while retaining other holidays such as New Year's Day, Martin Luther King Jr.'s birthday, and Memorial Day. The bill also clarifies the observance of holidays by state offices and public schools, ensuring that all state offices close on designated holidays and that public K-12 schools observe Memorial Day.
Furthermore, the bill updates the language to reflect current style and practices, including the removal of duplicative language and the specification that if a holiday falls on a weekend, the following or preceding weekday will be observed as the holiday. It also includes provisions for compensatory leave for state employees who work on holidays and establishes Mrs. Rosa L. Parks Day on December 1 each year, encouraging citizens to commemorate her contributions to the civil rights movement. The act is set to take effect on June 1, 2025.
