The bill amends Section 1-3-8 of the Code of Alabama 1975 to officially designate Juneteenth, celebrated on June 19, as a state holiday. In addition to this insertion, the bill also makes several deletions and technical revisions to streamline the existing language regarding state holidays. Notably, it removes references to "Sunday" and "Christmas Day" from the list of official state holidays, while also eliminating duplicative language related to other holidays. The revised list of state holidays now includes New Year's Day, Martin Luther King Jr.'s birthday, Robert E. Lee's birthday, George Washington's birthday, Confederate Memorial Day, Memorial Day, Jefferson Davis' birthday, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day.

Furthermore, the bill clarifies the observance of state holidays, stating that if a holiday falls on a Sunday, the following Monday will be observed as the holiday, and if it falls on a Saturday, the preceding Friday will be observed. It also specifies that all state offices, as well as public K-12 schools and higher education institutions, will be closed on state holidays. The bill is set to take effect on June 1, 2025.
