Local boards of education are required to adopt a wireless communication device policy that outlines consequences for violations and must ensure that students store devices turned off in lockers or cars. Exceptions to this prohibition include circumstances related to Individualized Education Programs, educational purposes under supervision, or emergencies. Additionally, the act mandates that local boards develop an Internet safety policy to protect students while using school-owned devices and restricts access to age-appropriate content.
Furthermore, the FOCUS Act introduces a new requirement for students to complete a social media safety course before entering the eighth grade, addressing the risks associated with social media use, including its impact on mental health and personal security. The State Department of Education is tasked with developing this course, which will cover safe practices and the benefits of responsible social media use. The act also repeals the existing Section 16-1-27, which previously allowed the use of electronic communication devices on school property, thereby reinforcing the new restrictions. The act is set to take effect immediately upon passage.
