The proposed bill, known as the Houston/Hunter Act, introduces legal definitions and provisions related to firearm hold agreements in Alabama. It defines a "federal firearms licensee" as any person licensed under 18 U.S.C. Chapter 44 and outlines a "firearm hold agreement" as a private transaction where a licensee takes possession of a firearm from an owner for a specified period and agrees to return it afterward. The bill stipulates that individuals cannot pursue civil action against a federal firearm licensee for returning a firearm at the end of such an agreement, thereby providing civil immunity to the licensee under certain conditions.

However, this immunity does not extend to cases where the licensee engages in unlawful conduct related to the firearm hold agreement. Additionally, the act clarifies that it does not apply to firearm transfers that violate specific provisions of Alabama law. The bill is set to take effect on June 1, 2025.
