The proposed bill, known as the Houston/Hunter Act, establishes a legal framework for "firearm hold agreements," which are private transactions between federal firearm licensees or municipal/county law enforcement officers and individual firearm owners. Under this agreement, the licensee or officer can take possession of a firearm at the owner's request, hold it for a specified period, and return it to the owner. The bill defines key terms such as "federal firearms licensee" and "firearm" in accordance with existing federal law.

Additionally, the bill provides civil immunity to federal firearm licensees and law enforcement officers for actions taken in accordance with these agreements, specifically stating that individuals cannot pursue legal action against them for returning firearms at the end of the agreement. However, this immunity does not extend to actions resulting from unlawful conduct by the licensee or officer. The bill also clarifies that it does not apply to firearm transfers that violate specific Alabama laws. The act is set to take effect on June 1, 2025.
