The Legislature of Alabama has established the Legislative Study Commission on Modernizing K-12 School Education Funding following the enactment of Act 2024-128, signed by the Governor on April 30, 2024. This act mandates a study to explore the modernization of K-12 education funding, emphasizing the need for a funding model that aligns state education funding priorities with local needs and potentially transitions from a resource-based to a student-based model. The commission will consist of members from both the Senate Finance and Taxation Education Standing Committee and the House of Representatives Ways and Means Education Standing Committee. It will investigate the costs, budget impacts, necessary tax and revenue framework changes, and legal adjustments required to adopt a student-based funding model. The commission is tasked with developing proposed legislation if a new funding model is recommended. Administrative support will be provided by various legislative bodies, and the commission must report its findings and recommendations to the Legislature by February 1, 2025, after which it will be dissolved. Members will receive compensation for their participation in the commission's meetings.
