Luker also made significant contributions to the administration of taxes in Alabama, including serving as President of the Alabama Association of Tax Administrators, working on statewide tax committees, and being instrumental in developing the state's tax lien process. His recent work on tax legislation continued up until the 2024 Regular Session, with a law being passed two weeks after his death.
