This bill authorizes the Town Council of White Hall in Lowndes County to permit pari-mutuel wagering on simulcast past events and live horse and greyhound races under specific conditions. The council is empowered to adopt rules governing the conduct of this wagering, which includes the transmission of simulcast programming from racetracks outside the state for public viewing. The council will not receive revenues from the simulcast programming, except for specific commission fees related to horse and greyhound wagering handled at the facility within its jurisdiction.

Additionally, the bill clarifies that it does not legalize "off-track betting" or any form of wagering outside the licensed facility. All existing state laws and local ordinances that restrict or regulate gambling outside the council's jurisdiction will remain in effect. The act will take effect on the first day of the third month following its passage and approval by the Governor.
