Parental alienation is described as behaviors and attitudes by one or both parents, or a third party, that harm the child's relationship with the other parent, amounting to emotional abuse with lasting effects. It also notes that parental alienation infringes upon children's fundamental right to love and be loved by both parents and extended family, undermining their sense of security.

The resolution declares the week of April 21 through April 27, 2024, as Parental Alienation Prevention Week and April 25, 2024, as Parental Alienation Awareness "Bubbles for Love" Day in Alabama. This initiative aims to raise awareness and understanding of parental alienation, encouraging Alabamians, institutions, legal and mental health professionals, and leaders to recognize and combat this issue. On April 25, 2024, at noon, soap bubbles will be released to symbolize the love children have and should be able to express towards both parents without fear or guilt.
