This bill authorizes the Jefferson County Commission and municipalities within Jefferson County to levy an additional residential building permit fee of up to $20. This fee is intended to address the shortage of skilled tradesmen in the residential construction industry in the area. The funds collected from this fee will be deposited into the treasury of the respective governing body and disbursed to the Central Alabama Homebuilding Academy, which will use the funds to train individuals in various skilled trades related to residential construction, such as home building, plumbing, electrical work, and HVAC.
Additionally, the bill outlines the process for the Central Alabama Homebuilding Academy to submit an annual operating budget for approval by the Jefferson County Commission, ensuring transparency and accountability in the use of the funds. The bill also mandates an annual audit of the academy's operations and financial statements, which must be reported to the county commission and participating municipalities. Upon the termination of the academy's operations, any remaining funds will be redirected to the Alabama Construction Trade Academy Fund in the State Treasury. The act is set to take effect on June 1, 2024.
