This bill authorizes the Jefferson County Commission and municipalities within Jefferson County to levy an additional residential building permit fee of up to twenty dollars ($20) to support the training of skilled tradesmen in the residential construction industry. The funds collected from this fee will be directed to the Central Alabama Homebuilding Academy, which will utilize the money for training programs in various skilled trades such as home building, plumbing, electrical work, and HVAC. The bill outlines the process for the annual budget submission by the academy to the Jefferson County Commission, which must approve the budget before any funds are distributed.
Additionally, the bill stipulates that the funds collected cannot be used for continuing education required by professional licensing boards and mandates an annual audit of the academy's operations and finances. Upon the termination of the academy's operations, any remaining funds will be transferred to the Alabama Construction Trade Academy Fund in the State Treasury. The act is set to take effect on June 1, 2024.
