The bill amends Section 1 of Act 2023-121, now known as Section 45-22-190 of the Code of Alabama 1975, concerning the Cullman County Legislative Delegation Fund. The amendment includes a new source of funds for the Cullman County Legislative Delegation Fund, which will now also comprise proceeds collected pursuant to Section 35-8B-5, in addition to the existing sources such as the additional three percent of TVA in-lieu-of-taxes payments and any other monies provided by law. Furthermore, the bill specifies that the legislative delegation shall expend the monies on allowable public purposes at the discretion and direction of the legislative delegation, based on the proportion of the population each member represents in the county.

The bill also outlines that all decisions regarding the fund shall be made by resolutions adopted by the members of the Cullman County Legislative Delegation. It ensures that any funds not spent at the end of the fiscal year are not repurposed but carried forward for future expenditure as provided in the section. Additionally, the revenue and expenditures of the legislative delegation office are to be audited annually. The act is set to become effective on June 1, 2024, as indicated in Section 2 of the bill. The bill was passed by the House on April 23, 2024, and by the Senate on May 2, 2024.
