This bill amends Section 36-1-4.3 of the Code of Alabama 1975 to expand the types of deductions that can be made from the salaries of state employees and to introduce a cap on the amount that can be deducted monthly. The bill allows for deductions to be made for membership dues, voluntary contributions, insurance premiums, and now includes financial instruments offered through membership associations. The bill also specifies that any such deduction can be terminated with two months' written notice by the employee to the relevant parties.
Additionally, the bill introduces a new provision that limits the amount that can be deducted from a state employee's salary to no more than three hundred dollars ($300) each month for post-tax withholdings. It also allows the state Comptroller to collect an administration fee not exceeding one percent of the total deduction collected. The bill includes nonsubstantive, technical revisions to update the existing code language to current style, such as changing "which" to "that" and allowing for the use of "his or her" in reference to the state Comptroller. The act is set to become effective on June 1, 2024.
