The resolution establishes the Alabama-Japan Legislative Exchange Group to foster friendship and cooperation between the Alabama House of Representatives and the people, government, and businesses of Japan. This initiative recognizes the significant economic partnership between Alabama and Japan, which reached nearly two billion dollars in trade in 2022, as well as the cultural ties exemplified by various sister city relationships and the Japanese Cultural Center in Birmingham. The resolution highlights the importance of Japan as a democratic ally in a region facing geopolitical challenges and emphasizes the collaborative efforts between the two entities in areas such as global security, environmental protection, and technological advancements.

The Exchange Group will consist of members from both the majority and minority parties of the House of Representatives, along with any additional members who seek to join with the Speaker's approval. The group is tasked with meeting at least once a year, reporting its activities annually, and engaging in educational and cultural initiatives related to Japan. It may also collaborate with nonprofit organizations like the Japan-America Society of Alabama and communicate its efforts to the Japanese government through diplomatic channels. The Speaker of the House retains the authority to dissolve the group if necessary.
