Under existing law, the disposal of solid wastes and the recycling of recyclable materials in this state are regulated under the Solid Wastes and Recyclable Materials Management Act. This bill would define the term "mass balance attribution" as an optional chain of custody accounting method to record the input and output of materials. This bill would provide that a recovered materials processing facility is a manufacturing facility for purposes of the Solid Wastes and Recyclable Materials Management Act.
