The bill authorizes the Sheriff of Cullman County to manage abandoned and stolen firearms by maintaining a permanent record that includes details such as the firearm's description, recovery date, and identifying numbers. The sheriff is permitted to sell or destroy these firearms after they have been recorded, possessed for at least six months, and unclaimed by their owners. The sale or trade of firearms can only occur with licensed gun dealers who have been in business for at least one year.

Additionally, the bill stipulates that proceeds from the sale of firearms will be allocated with 70% going to the sheriff's office and 30% to the district attorney's office. The sheriff is also empowered to establish procedures for notifying gun dealers about available firearms and for the destruction of firearms, with the ability to use necessary funds for these actions. The act is set to take effect on October 1, 2024.
