The bill amends Sections 16-47-11 and 36-21-49 of the Code of Alabama 1975 to expand the authority of The University of Alabama System police officers and to facilitate agreements between law enforcement agencies. The bill introduces changes to the existing law by inserting new language and deleting some of the old provisions. The University of Alabama System police officers are granted the authority to act as peace officers across the state, with their primary duty being the enforcement of the law on property owned, leased, or licensed by the institution of higher education that employs them. The bill specifies that these officers can pursue individuals suspected of committing a crime on such properties, make arrests for crimes committed or believed to have been committed within their presence or on the institution's property, and act pursuant to agreements with other law enforcement agencies.
Additionally, the bill makes technical revisions to update the existing code language to current style, including changes to terms such as "police officer" to "peace officer," "learning" to "education," and "State of Alabama" to "this state." It also clarifies that peace officers at institutions of higher education have cumulative powers and are not limited by the provisions of the bill. The bill prohibits officers appointed under Section 16-47-10 from entering classrooms to enforce traffic or parking citations. Furthermore, it allows for state, county, municipal, and state college or university law enforcement agencies to make agreements for cooperation and mutual assistance in law enforcement work. The act is set to become effective on June 1, 2024.
