The bill extends the assessment on emergency medical transport providers in Alabama through the fiscal quarter starting July 1, 2025. This assessment, which was initially set to continue through the fiscal quarter starting July 1, 2024, is imposed on each emergency medical transport provider based on the number of emergency medical transports they provide. The assessment rate is calculated by multiplying the projected total gross receipts for all emergency medical transport providers for a fiscal year by 5.3 percent, and then dividing the product by the projected total annual emergency medical transports by all providers for the fiscal year. The bill specifies that the assessment is in addition to all other taxes and assessments currently imposed by law.

The bill also outlines the duties of emergency medical transport providers, including the filing of quarterly statements with the department, maintaining suitable records for at least three years, and keeping this information confidential except as necessary for the administration of the Medicaid Program or the assessment. The Alabama Medicaid Agency is required to pay an emergency medical transport enhancement each fiscal quarter to providers, in addition to other payments. The bill will become effective on June 1, 2024, and was passed by the Senate on April 25, 2024.
