The Price Hornsby Act amends Section 16-40A-3 of the Code of Alabama 1975 to enhance drug education in public K-12 schools by mandating the inclusion of research-based instruction on fentanyl prevention and drug poisoning awareness for students in grades six through twelve. The bill specifies that any drug education program must include age-appropriate content addressing the consequences of drug and alcohol use, standards of conduct prohibiting the possession and use of illicit substances, and a clear statement of sanctions for violations. Notably, the language has been updated to replace "Alabama" with "this state" and to clarify the prohibition against drug and alcohol use.
Beginning with the 2024-2025 school year, local education agencies are required to provide annual instruction on fentanyl prevention and drug poisoning awareness, which should be comparable to existing drug and alcohol education programs. This instruction will cover prevention of fentanyl abuse, awareness of local resources, and health education regarding substance use. The instruction can be delivered by various entities, including higher education institutions, community organizations, and local health agencies. The act is set to take effect on June 1, 2024.
