The Price Hornsby Act amends Section 16-40A-3 of the Code of Alabama 1975 to enhance drug education in public K-12 schools by requiring research-based instruction on fentanyl prevention and drug poisoning awareness for students in grades six through twelve. The bill mandates that any drug education program must include age-appropriate information about the consequences of drug and alcohol use, techniques for resisting peer pressure, and a clear prohibition against the unlawful possession and use of drugs and alcohol. Additionally, it specifies that sanctions for violations of these standards will be imposed, including potential expulsion or termination of employment.
Starting with the 2024-2025 school year, local education agencies are required to provide this fentanyl-related instruction annually, which should be comparable to existing drug and alcohol education programs. The instruction will cover prevention of fentanyl abuse, awareness of local resources, and health education regarding substance use. The bill also allows for the instruction to be delivered by various entities, including higher education institutions, community organizations, and local health agencies. The act is set to take effect on June 1, 2024.
