The bill proposes a two percent salary increase for public education employees in Alabama, effective from the fiscal year 2024-2025. This increase will apply to certificated personnel, education support personnel, and employees of specific public educational institutions, including the Alabama Institute for Deaf and Blind and two-year postsecondary institutions. The State Minimum Salary Schedule will be revised to reflect this increase across all salary steps, ensuring appropriate adjustments based on years of experience. Local boards of education are mandated to maintain salary schedules that align with these increases, and the bill specifies that the pay increases are in addition to any state or local step increases employees may be entitled to.

Furthermore, the bill includes provisions that explicitly state the pay increase will not apply to salary supplements granted by local boards of education, bonuses for certification by the National Board of Professional Teaching Standards, or the federal salary portion for Junior Reserve Officer Training Corps (JROTC) instructors. It also allows local education boards the option to exclude part-time employees of community education or school-sponsored child care programs from the act's provisions.
