The bill prohibits the manufacture, sale, or distribution of food products made from cultured animal cells within the state of Alabama. It defines "cultivated food product" as any food product produced from cultured animal cells and establishes that violations of this prohibition will be classified as a Class C misdemeanor. Food sales establishments that violate this law may face disciplinary actions, including the suspension or revocation of their food safety permits. The bill also allows the Department of Agriculture and Industries and the Department of Public Health to adopt necessary rules for implementation.
Additionally, the bill clarifies that it does not prevent governmental entities or institutions of higher education from conducting research related to cultivated food products. Although the bill may require new or increased local expenditures, it is exempt from further requirements under Section 111.05 of the Alabama Constitution of 2022, as it defines a new crime. The act is set to become effective on October 1, 2024.
