The bill amends Section 17-9-10 of the Code of Alabama 1975 to establish new procedures for voters who have changed their domicile but have not updated their voter registration records before an election. The new legal language specifies that voters must vote in the precinct of their current domicile, and if they attempt to vote in a different location, their vote will be rejected unless they are casting a provisional ballot. If a voter’s current domicile is within the same voting place as their registered address, election officials can provide a form to update their registration and allow them to cast a regular ballot.
Additionally, if a voter's current domicile is not within the same voting place, election officials are required to inform them of their correct voting location and may provide assistance to minimize wait times. The bill also allows voters to cast provisional ballots at the correct voting place, which will enable them to update their registration immediately. The canvassing board is tasked with ensuring that all lawfully cast provisional ballots are counted in the final election results. The act is set to take effect on October 1, 2024.
