This bill amends Section 17-9-10 of the Code of Alabama 1975 to establish procedures for voters who have changed their domicile (residence) but have not updated their voter registration record before an election. The bill specifies that voters must cast their ballot in the county and voting place of their domicile precinct and must be registered as provided by law. If a voter attempts to vote in a place other than that of their domicile, their vote will be rejected unless they cast a provisional ballot.
The bill introduces new provisions for handling situations where a voter's current domicile differs from the one listed on their voter registration record. If the current domicile is within the same voting place of the precinct as the voter's registration record, election officials can provide a form to update the voter's registration and allow them to cast a regular ballot. If the current domicile is not within the same voting place, election officials can inform the voter of the correct voting place within the same county. Additionally, election officials can inquire about a voter's domicile under certain conditions and provide a pass or other form to minimize wait time at the correct voting place. Voters directed to another voting place can cast a provisional ballot, which will be used to update their voter registration immediately and ensure their vote is counted. The bill is set to become effective on October 1, 2024.
