The bill establishes new compensation and operational guidelines for the Coroner of Franklin County. It introduces an annual expense allowance of $9,700, which will be paid in monthly installments from the county's general fund. However, starting from the next term of office, this expense allowance will be replaced by a fixed annual salary of $10,000, which will also be paid monthly. The coroner's salary may be adjusted in line with uniform increases granted to all county employees, and the coroner will have access to the county's health insurance and retirement plans. Additionally, the Franklin County Commission is authorized to allocate funds for the coroner's salary, benefits, and operational expenses, including vehicle use.

The bill also allows the Franklin County Commission to appoint deputy coroners to assist in the coroner's duties and to determine their compensation. Furthermore, it repeals previous acts related to the coroner's compensation and operations, specifically Act 1185 from 1969 and its amendments. The new provisions will take effect on June 1, 2024.
