The bill authorizes the City Council of Columbiana, Alabama, to establish and regulate up to two entertainment districts within the city, as defined by the Columbiana City Code. The entertainment districts can include one or more Alcoholic Beverage Control Board licensees and must not exceed a half-mile by half-mile area. The City Council is empowered to set regulations regarding the hours of operation, revocation of the entertainment district designation, and other operational aspects. Additionally, retail licensees within these districts can obtain an entertainment district permit, allowing patrons to carry open containers of alcoholic beverages within the district, but prohibiting them from entering other licensed premises with such containers.

The bill also includes provisions for enforcement by the City of Columbiana and allows the city council to impose penalties for violations of the ordinance. It repeals any conflicting laws and is set to take effect immediately upon passage and approval by the Governor. Notably, the bill includes the insertion of the term "Enrolled" and the date of Senate passage, which is marked as April 20, 2023.
