The bill provides a limited exemption from state and local building codes for certain nonprofit veterans' organizations that acquire state armory buildings under specific conditions. It defines a "nonprofit veterans' organization" as one that is tax-exempt under 26 U.S.C. ยง 501(c)(3) and primarily supports veterans, active duty servicemembers, and their dependents. The exemption applies when such an organization acquires a possessory interest in a state armory building through a reversionary clause in a deed, with the intent to use the facility for its supportive activities. This exemption lasts for a minimum of 10 calendar years from the date of acquisition.

The bill includes new legal language that establishes this exemption and clarifies the definition of eligible organizations. It does not delete any existing legal language but introduces provisions that allow for the exemption to be applied notwithstanding any contrary laws. The act is set to take effect on the first day of the third month following its passage and approval by the Governor.
