8 SYNOPSIS: Under existing law, the Etowah County Board
9 of Registrars may meet a maximum of 207 working
10 days each fiscal year.
11 This bill would increase the maximum number
12 of working days the board may meet each fiscal year
13 to not more than five days each week.

19 To amend Section 17-3-8, Code of Alabama 1975, as
20 last amended by Act 2019-439 of the 2019 Regular Session,
21 relating to meeting days of boards of registrars; to increase
22 the maximum number of working days the Etowah County Board of
23 Registrars may meet each fiscal year to not more than five
24 days each week.
25 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:

1 Section 1. Section 17-3-8, Code of Alabama 1975, as
2 last amended by Act 2019-439 of the 2019 Regular Session, is
3 amended to read as follows:
4 "17-3-8.
5 "(a) Each member of the board of registrars in the
6 Counties of Clay, Cleburne, Coosa, Dallas, Escambia, Geneva,
7 Lowndes, Perry, Sumter, and Wilcox may meet a maximum of 120
8 working days each fiscal year; each member of the board of
9 registrars in the Counties of Barbour, Blount, Butler,
10 Fayette, Greene, Lee, Marengo, Pickens, Pike, Randolph, and
11 Winston may meet a maximum of 168 working days each fiscal
12 year, except in the Counties of Lee and Pike each board of
13 registrars may meet up to an additional 30 session days each
14 fiscal year, at the discretion of the chair of the county
15 commission, and such days shall be paid from the respective
16 county funds; each member of the board of registrars in
17 Tallapoosa County and each member of the board of registrars
18 in Talladega County may meet a maximum of 220 working days
19 each fiscal year, except that in Talladega County the board of
20 registrars may meet up to an additional 30 session days each
21 fiscal year, at the discretion of the chair of the county
22 commission; each member of the board of registrars in the
23 Counties of Dale, Franklin, Houston, Marion, Marshall,
24 Bullock, Macon, and Tuscaloosa may meet a maximum of 216
25 working days each fiscal year; each member of the board of
26 registrars in the Counties of Limestone and Shelby may meet a
27 maximum of 167 working days each fiscal year; and each member

1 of the board of registrars in Russell County may meet a
2 maximum of 177 working days each fiscal year.
3 "(b) In the Counties of Choctaw, Coffee, Colbert,
4 Cullman, Lauderdale, and Monroe, each member of the board of
5 registrars may meet a maximum of 199 working days each fiscal
6 year.
7 "(c) Each member of the Board of Registrars of
8 Autauga, Elmore, and Bibb Counties may meet a maximum of 187
9 working days each fiscal year. Each member of the Board of
10 Registrars of Walker County may meet a maximum of 200 days
11 each fiscal year, and each member of the Board of Registrars
12 of Lamar, Cherokee, Clarke, Conecuh, Crenshaw, Hale, and
13 Washington Counties may meet a maximum of 140 days each fiscal
14 year. Each member of the board of registrars in the following
15 counties may meet the following maximum number of working days
16 each fiscal year: Henry - 140 working days; Covington - 188
17 working days; DeKalb - 207 working days; Jackson - 207 working
18 days; Etowah - 207 working days; Chambers - 180 working days;
19 and Lawrence - 140 working days.
20 "(d) Each member of the board of registrars in the
21 Counties of Baldwin, Calhoun, Chilton, Madison, Mobile,
22 Montgomery, St. Clair, Etowah, and Morgan are authorized to
23 meet not more than five days each week for the purpose of
24 carrying out their official duties. Jefferson County, which is
25 now operating under the provisions of local laws, shall be
26 exempted from the provisions of this section. Provided,

1 however, that where the words "each year" are used in the
2 local laws the words mean "each fiscal year."
3 "(e) The actual number of working days to be used as
4 session days shall be determined by a quorum of the board of
5 registrars according to the needs of the county.
6 "(f) As many as 25 of the allotted working days may
7 be used for special registration sessions (i.e., those
8 sessions held away from the courthouse in the several
9 precincts of the county or sessions held on Saturday or
10 between the hours of 5:00 p.m. and 9:00 p.m.). Notice of any
11 special session scheduled by the board shall be given at least
12 10 days prior to the special session by: (1) Bills posted at
13 three or more public places in each election precinct
14 affected, if the session involves precinct visits; and (2)
15 advertisement once a week for two successive weeks in a
16 newspaper published in the county or by radio or television
17 announcements on a local station, or both by newspaper or
18 announcement."
19 Section 2. This act shall become effective on the
20 first day of the third month following its passage and
21 approval by the Governor, or its otherwise becoming law.
