This bill establishes new regulations regarding the use of heavy petroleum fuel oil as a marine fuel in Alaska's coastal waters. It prohibits the use of heavy petroleum fuel oil in auxiliary or main engines of vessels operating within designated waters, with specific exemptions for ocean-going voyages that do not enter internal or estuarine waters, as well as for emergency situations. The Department of Environmental Conservation is tasked with creating a schedule of fines for violations of this regulation and is also granted new monitoring powers related to vessels in applicable waters.
Additionally, the bill includes provisions for a report to the legislature by January 1, 2034, on the implementation of these regulations. It allows for a temporary exemption for certain vessels that cannot be converted to alternative fuel sources until January 1, 2030. The Department of Environmental Conservation is also authorized to adopt necessary regulations to implement these changes, which will take effect under the Administrative Procedure Act, but not before the law's effective date of January 1, 2027.
