This bill amends AS 39.20.160 to establish a meals and incidental expense allowance for state officials and employees while on official travel within Alaska. The new regulations, to be adopted by the commissioner of administration, will set the allowance at a minimum of $82 per day for the first 30 days of travel and $45 per day for the 31st day and beyond. Additionally, starting July 1, 2029, and every three years thereafter, the commissioner will adjust these allowances based on the average percentage increase in the Consumer Price Index for urban Alaska.
The bill also defines "meals and incidental expense allowance" as part of a traveler's per diem allowance intended to cover meal costs and other expenses, including discretionary gratuities. The Act is set to take effect immediately upon passage.
