This bill amends the powers and duties of the Legislative Budget and Audit Committee and the legislative audit division, specifically introducing a structured sunset review process for executive branch agencies. Under the new provisions, agencies will undergo a sunset review at least once every six years, during which they must report on their performance and compliance with established criteria. The legislative audit division will conduct a thorough review, hold public hearings, and prepare a report with findings and recommendations regarding the agency's future, including potential termination, continuation, or reorganization.

Additionally, the bill establishes that agencies subject to sunset review will automatically terminate unless legislation is enacted to continue or reorganize them. It clarifies that upon termination, agencies will continue to exist for one additional year to conclude their affairs, with their powers and duties transferred to the relevant department. The bill also modifies existing language regarding claims against terminated agencies, ensuring that such claims are assumed by the department to which the agency was established. The effective date for this act is set for July 1, 2026.
