This bill amends Alaska's regulations regarding certified nurse aide training by adding a new subsection to AS 08.68.331. The new regulations will require that certified nurse aide training programs ensure that clients receive safe and competent care. The training must cover a range of competencies, including effective communication with clients, sensitivity to their emotional and mental health needs, promoting client independence, and respecting client rights. Additionally, the training will emphasize the importance of observing and monitoring clients, understanding their care needs, and employing problem-solving techniques in caregiving.

The bill also specifies that certified nurse aides must be trained to communicate effectively with clients who have cognitive impairments, such as those with Alzheimer's disease or other mental health conditions. Furthermore, it includes a definition of "activities of daily living," which encompasses essential tasks like eating, dressing, grooming, bathing, and toileting. The provisions of this act are set to take effect on January 1, 2027.
