The bill establishes the Alaska Invasive Species Council within the Department of Fish and Game to enhance the management of invasive species in the state. The council will facilitate cooperation among various governmental entities, provide guidance on managing invasive species, recommend strategies and policies, and assist in coordinating activities related to invasive species management. The council will consist of members appointed by the governor, including representatives from the University of Alaska, tribal entities, and various organizations focused on invasive species management, as well as legislative members and department commissioners. The council is required to adopt bylaws, meet quarterly, and prepare strategic plans and annual reports on invasive species.
Additionally, the bill creates an Invasive Species Response Fund to support the management of invasive species, with appropriations to the fund not lapsing. The council's members will serve staggered three-year terms, and the initial appointments will be made within 60 days of the bill's effective date, with specific term lengths for the first members. The council is mandated to hold its first meeting within 90 days of these appointments and to meet at least four times in the following year. The provisions of the bill will be repealed on July 1, 2035.
