The bill establishes the Alaska Invasive Species Council within the Department of Fish and Game to enhance the management of invasive species in the state. The council will facilitate cooperation among various governmental entities, provide guidance on managing invasive species, recommend strategies and policies, and assist in coordinating activities related to invasive species management. The council will consist of appointed members, including representatives from the University of Alaska, tribal entities, and organizations focused on invasive species, as well as nonvoting members from the legislature and relevant departments. The council is tasked with adopting bylaws, electing leadership, and preparing strategic plans and annual reports on invasive species.
Additionally, the bill creates an Invasive Species Response Fund to support the management of invasive species, with appropriations to the fund not lapsing. The council is required to present a five-year strategic plan and an annual report to the legislature, detailing the effects of invasive species and management measures taken. The bill also outlines the initial appointment process for council members, requiring staggered terms and the first meeting to occur within 90 days of appointments. The provisions of the bill will be repealed on July 1, 2035, and it takes effect immediately upon enactment.
