The bill establishes the Alaska Invasive Species Council within the Department of Fish and Game to enhance the management of invasive species in the state. The council will serve as an advisory body, facilitating cooperation among various governmental entities and organizations, and will be responsible for recommending strategies, policies, and expenditures related to invasive species management. The council will consist of members appointed by the governor, including representatives from the University of Alaska, tribal entities, and organizations focused on invasive species management, as well as nonvoting members from the legislature and relevant state departments. The council is required to adopt bylaws, meet quarterly, and prepare strategic plans and annual reports on invasive species.

Additionally, the bill establishes an Invasive Species Response Fund, which will be used to manage invasive species without further appropriation. The council's members will serve staggered three-year terms, and the initial appointments will be made within 60 days of the bill's effective date, with specific term lengths for the first members. The council is mandated to hold its first meeting within 90 days of these appointments and to meet at least four times in the following year. The provisions of the bill will be repealed on July 1, 2035.
