It will recommend strategies and policies related to the importation, classification, and management of invasive species, provide guidance to state agencies, and prepare strategic plans and annual reports on invasive species management. The council will consist of members appointed by the governor, including representatives from the University of Alaska, tribal entities, and various organizations focused on invasive species management, as well as legislative members and department commissioners.
Additionally, the bill establishes the Invasive Species Response Fund, which will be used to manage invasive species without requiring further appropriation. The council is required to adopt bylaws for its operation, hold meetings at least quarterly, and serve without compensation, except for certain appointed members who are entitled to per diem and travel expenses. The council's initial members will be appointed within 60 days of the bill's effective date, with staggered terms, and the council must hold its first meeting within 90 days of these appointments. The provisions of the bill will be repealed on July 1, 2035.
