This bill amends Alaska's existing laws regarding the use of apprentice labor in public construction projects. It introduces a new section, AS 36.05.125, which mandates that for construction contracts valued at $5,000,000 or more, a specified percentage of labor hours must be performed by apprentices in various skilled occupations, including boilermakers, electricians, plumbers, and welders, among others. The bill also requires the commissioners of transportation and public facilities and administration to provide detailed information about each project, including the percentage of labor hours performed by apprentices and the names of contractors and subcontractors involved.

Additionally, the bill stipulates that the commissioner of labor and workforce development must collect data on the total apprentice hours worked on these projects and submit a report to the legislature by September 1, 2030. This report will detail the percentage of apprentice labor hours used in the specified occupations for each construction contract over several fiscal years. Notably, the bill includes a provision that exempts projects from these requirements if compliance would jeopardize federal funding.
