This bill amends Alaska's existing law to establish requirements for the use of apprentice labor in public construction projects with a contract award amount of $5,000,000 or more. It mandates that each construction contract advertised by the Department of Transportation and Public Facilities or the Department of Administration must specify that a certain percentage of labor hours be performed by apprentices in various skilled occupations, including boilermakers, electricians, plumbers, and welders, among others. Additionally, the bill outlines the information that must be reported to the commissioner of labor and workforce development regarding each project, including the project's name, dollar value, and the percentage of labor hours performed by apprentices.
Furthermore, the bill requires the commissioner of labor and workforce development to compile data on the total apprentice hours worked on each project and submit a report to the legislature detailing the percentage of apprentice labor hours used in the specified occupations for fiscal years ending June 30 from 2026 to 2030. This report must be delivered to the legislature by September 1, 2030. The bill also includes a provision that exempts projects from these requirements if compliance would result in the loss of federal funding.
