The bill amends existing laws related to the regional educational attendance area and small municipal school district fund, specifically addressing funding for school districts, Mt. Edgecumbe High School, and teacher housing. It allows the department to make disbursements from the fund to provide grant funding to eligible school districts, fund construction and major maintenance projects at Mt. Edgecumbe High School, and support major maintenance projects for teacher housing that is owned by the state or the school districts and provided to teachers in those areas.

Additionally, the bill establishes the regional educational attendance area and small municipal school district school fund as an account in the general fund, which will be used for school construction and major maintenance projects in the specified areas, including Mt. Edgecumbe High School and teacher housing. The amendments also remove the previous limitation on the unobligated and unexpended cash balance of the fund, which was set at $70,000,000.
