The bill amends existing laws related to the regional educational attendance area and small municipal school district fund, specifically addressing funding for school construction and maintenance projects. It allows the department to make disbursements from the fund to provide grant funding to school districts classified as regional educational attendance areas or small municipal school districts. Additionally, the bill specifies that funds can be allocated for construction and major maintenance projects at Mt. Edgecumbe High School, as well as for major maintenance projects for teacher housing that is owned by the state or the school districts and is provided to teachers working in these areas.

Furthermore, the bill establishes the regional educational attendance area and small municipal school district school fund as an account in the general fund, which will be used to finance approved projects for school construction and major maintenance. The amendments clarify that the fund will support projects not only in regional educational attendance areas and small municipal school districts but also specifically at Mt. Edgecumbe High School and for teacher housing maintenance. The previous restriction on the unobligated and unexpended cash balance of the fund, which capped it at $70 million, has been removed.
