The bill amends Alaska's legal framework by introducing a new section, AS 18.95.050, which outlines fundamental rights that must be upheld for individuals regardless of their race, religion, color, national origin, age, physical or mental disability, sex, gender, marital status, pregnancy, parenthood, or housing status. The rights specified include access to public spaces, medical and dental care, gainful employment, voter eligibility documentation, safe living conditions, medical privacy, autonomy, family support accommodations, equal treatment from public servants, food access in public spaces, participation in religious communities, occupation of legally parked vehicles or watercraft, and the ability to seek shelter in public spaces without obstructing traffic.

Additionally, the bill provides for legal recourse in cases of violation of these rights, allowing courts to award prevailing plaintiffs injunctive and declaratory relief, actual damages, and attorney fees and costs. This legislative action aims to enhance protections for individuals against discrimination and ensure their fundamental rights are recognized and enforced within the state.
