This bill amends the residency requirements for hunting, trapping, and sport fishing privileges in Alaska. It introduces a new subsection to AS 16.05.400, stating that individuals issued a permanent identification card can only engage in these activities if they continue to meet the residency requirements outlined in AS 16.05.415. The bill modifies AS 16.05.415(a) and (e) to clarify that a person must be physically present in the state for 12 consecutive months, with specific allowances for absences, and must not claim residency in another state or obtain benefits from another state’s residency.

Additionally, the bill adds a new subsection (j) to AS 16.05.415, empowering the commissioner to adopt regulations for determining an individual's eligibility for resident licensure. The commissioner is authorized to require proof of eligibility and may utilize information from other state departments to assess an individual's residency status. The effective date for this act is set for January 1, 2027.
