This bill amends various sections of Alaska's marijuana laws to enhance the regulation and operation of retail marijuana stores and cultivation facilities. Key changes include the lawful operations of retail marijuana stores, which now can deliver and sell marijuana products to consumers, cultivation facilities, and manufacturing facilities. The bill also introduces a new requirement for marijuana cultivation facilities to assign tracking numbers to crops once they exceed eight inches in height, while eliminating the need for individual tracking of each plant. Additionally, the registration process for marijuana establishments is updated to require fingerprinting and criminal history checks every six years instead of five, and establishes a biennial registration system instead of an annual one.

Furthermore, the bill modifies tax regulations, reducing the excise tax on marijuana from $50 to $12.50 per ounce and introducing a six percent sales tax on marijuana sales to consumers. It mandates that the Department of Revenue establish facilities in each judicial district to collect monthly statements and payments from retail marijuana stores. The bill also specifies that 25 percent of the tax collected will be allocated to both the marijuana education and treatment fund and the public education fund. The changes are set to take effect on July 1, 2025, with certain provisions related to tax collection starting on January 1, 2026.
