This bill proposes to rename the Institute of Social and Economic Research at the University of Alaska to the Vic Fischer Institute of Social and Economic Research and to designate the Shoup Bay State Marine Park as the Vic Fischer Shoup Bay State Marine Park. The legislation includes a provision that expresses the intent of the Legislature that the University of Alaska should not allocate funds specifically for signage or materials to reflect the name change of the institute.

Additionally, the bill amends existing law to formally establish the Vic Fischer Institute of Social and Economic Research within the University of Alaska's Business, Economics, and Public Administration Research Program. It also adds a new subsection to the law that officially names the marine park unit within the Alaska state park system as the Vic Fischer Shoup Bay State Marine Park.
