The bill amends AS 44.09.030(b) to require that the flags of the United States and the State of Alaska be displayed daily at the main administration buildings of state institutions and in or near schoolhouses during school days. It introduces new provisions that mandate governmental entities to display the U.S. flag in a prominent position, higher than any other flag. Additionally, the bill prohibits governmental entities from displaying flags that represent political viewpoints, while still allowing individuals to express their private speech and viewpoints.
Furthermore, the bill grants active or retired members of the armed forces or National Guard the authority to use reasonable force to prevent the desecration or removal of the U.S. flag, providing them immunity from civil or criminal liability for such actions. The definition of "governmental entity" is clarified to include various levels of government and public educational institutions. The Act is set to take effect on July 1, 2025.
