The bill establishes a financial literacy education program for public school students in grades nine through twelve in Alaska. Each school district is required to implement this program, which must be approved by the state department. The department will provide a curated list of open educational resources covering various financial topics, including budgeting, money management, credit, loans, insurance, taxes, and the financial implications of Native corporation membership. Importantly, students must complete this program to receive a high school diploma, although exceptions are made for students who transfer after completing grade 10.

The bill also specifies that the financial literacy program must be equivalent to a half-credit course and outlines the definition of "open educational resource." It applies to students graduating on or after January 1, 2027, and is set to take effect on July 1, 2026.
