This bill amends Alaska's education laws to establish new requirements for civics education and assessments as part of secondary school graduation criteria. It mandates the state board to provide a list of open educational resources related to comparative government and civics education, which school districts can utilize for instruction. Students must receive instruction on various topics, including the founding history of the United States, the Constitution, civil rights, and the roles of government institutions. To graduate, students must complete a semester-long civics course and achieve a passing score on a civics assessment or project-based assessment. However, exceptions are made for students who transfer from out-of-state schools after grade 10, those who have previously met similar requirements, or students with disabilities who receive waivers.
Additionally, the bill stipulates that schools must document passing scores on students' transcripts and allows for retakes of assessments. It also introduces a recognition system for students who demonstrate high proficiency in civic knowledge and skills, which will be indicated by a seal of civic readiness on their transcripts and diplomas. The new graduation requirements will apply to students entering grade nine on or after July 1, 2027, and the law will take effect on that same date.
