FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. HB 395
2024 LEGISLATIVE SESSION
Analysis
This bill would provide legislative authorization for the Alaska Railroad Corporation (ARRC) to sell select parcels of land to
the City of Nenana. The purchase price of the property shall not be less than the fair market value as determined by a
Member, Appraisal Institute (MAI)-certified appraiser retained by ARRC, in addition to any outstanding lease invoices,
which shall be payable in full at closing in cash or equivalent.
The fiscal impact of this legislation is shown as zero because ARRC is exempt from the Executive Budget Act and does not
anticipate operating or capital budget fiscal impact from this legislation. Revenue resulting from a sale would be retained
by ARRC.
